The Changing Landscape of Innovation after the Economic Crisis: Notes from the Paris Symposium

This paper draws on presentations from the 2012 Paris Symposium which identified a number of issues relevant to R&D policy, among which the following four are uppermost: whether countries have the policy instruments to target R&D spending in order to raise growth; whether the composition of R&D spending counts and whether it can be influenced by policy; how policies might enhance the potential of R&D to stimulate innovation; and whether it matters where innovation and research are conducted when research activities are integrated and globe-spanning.
